    Dear Damian,

    I am a bit confuse with the template in use for Module 1 assignment. the column on description is confusing, what type of descriptions is required. for example if the Tittle is hydrogeological reports, will descriptions entails water sources, geophysical reports etc.

    please clarify

    Dear facilitator,

    Compared to the reference price proposed in the tender, some offers of construction service provider are too high. Do you have any proposals, how to reduce the monopoly in the drilling market?

      Nirina – If the bids are all coming in too high, this may be because the Engineers Estimate (referred to in UNICEF as the Confidential BoQ) is not correct, or that there is some form of cartel, in which the drillers are deliberately putting in high prices, or that they are putting in high prices without coordination. They may have valid reasons for putting in high prices (e.g. covering the risk of dry boreholes in case the driller has to pay; to cover other risks, such as delayed payment/possible non-payment; uncetainties about the location of the wells; because they have to amortise the equipment over a limited number of wells and so charge more per well; challenges in retaining staff; “hidden” costs including corruption, or they may simply not be costing properly).

      I think that the key is to try to find out the reasons for the price discrepency. Check the engineers estimate thoroughly. And the next step I would say is to arrange a meeting with the drillers to disucss the reasons for the high prices, and seek a joint solution to the problem. Dialogue is very important.

    In case of bidding process with pre-qualification, awarded the contract to the lowest bidder is the better way or no?

      Noe – good question. If all the drillers have pre-qualified, and the pre-qualification is sound, the tendering can be on price only. However, there are some catches, such as whether they have the capacity to deal with the size of the lot (something that can be dealt with in a good pre-qualification process if you have different categories). You may need to watch out that the price is not too low though – unrealistically low. And it is important to check the balance of costs in the BoQ, so that payment is fair on both sides. Some contractors may, for example load the costs onto mobilitation, so that even if the wells are not productive, they are paid.

    Dear Facilitators,
    I have completed (compulsory course contents readings, quiz and assignment) module 1,2,3 and 4, however , my dash board shows module 2 and 3 incomplete. can you please guide what is missing or remained incomplete so that I could complete.
